Amid uncertainty, fiscal '22 town budget includes $80M for schools

Town receives two awards for financial reporting, budgeting

Town Manager Adam Chapdelaine has sent his fiscal 2022 operating budget to the Select Board and Finance Committee for  consideration. The former board heard a presentation and commented on it Jan. 25 . A summary will be published.

The budget recommends $187.7 million in general fund spending, including $41.8 million for town municipal departments, $80.1 million for the School Department and $15.7 million for capital expenses, as well as other appropriations for pensions and health insurance.

In his transmittal letter, Chapdelaine noted that, “this budget proposal has been formulated in one of the most uncertain economic environments that we have seen in the 21st century.” 

He also noted that his initial proposal increases the municipal department budgets by only 2.6 percent instead of the customary 3.25 percent and a reserve for potential increased school enrollment has been set aside for later transfer by the Finance Committee, if school enrollment numbers rebound above their previous number.

The Finance Committee will consider the manager’s budget and make a budget recommendation to the annual Town Meeting this spring.

In related news, the manager announced that Arlington has again received awards from the Government Finance Officers Association for both the town’s fiscal 2019 Comprehensive Annual Financial Report (its enhanced audit report) and for its fiscal 2020 annual budget.

These are the fourth and eighth consecutive years respectively the town has received these awards.

“Arlington’s commitment to financial transparency and to the highest level of financial reporting is recognized by these awards,” said Chapdelaine.  “I want to commend Deputy Town Manager/Finance Director Sandy Pooler, Comptroller Ida Cody, Management Analyst Julie Wayman, and all the financial staff of the town for their work and for this recognition.”

Under the Town Manager Act, the town’s charter, the manager is required to submit his budget each year by Jan. 15.
