Money logo Rep. Will Brownsberger provided a snapshot about fiscal 2009 local-aid numbers just after Gov. Patrick announced his $28.2 billion budget plan, which increases spending and relies on revenue from casinos that remaining in planning stages.

In a nutshell, the governor's budget honors the commitments made two years ago to continued growth in Chapter 70, including bringing all communities up to at least 17.5 percent of the foundation budget over a five-year period.  It level-funds additional assistance, and it cuts lottery aid by 13.3 percent. The budget proposes to replace the 13.3 percent lottery-aid cut with casino revenue.
 
So the real challenge will be to bring lottery funding up to level, given that few in the Legislature have an appetite to assume the possiblity of casino revenue in this budget.  People tend to feel that it is one time revenue and it is speculative -- regardless of their views on the ultimate casino question. 
 
The administration has putting its budget proposal online.
