Symmes update from December: background about demolition |

The following report dated Dec. 10, 2007, provides an update about the project at the site of the former Symmes Hospital, where demolition is underway. The report says Symmes Neighborhood Advisory Committee (SNAC) at the top, but the letterhead refers PMA Construction Services and the designated town representative, who is Kevin Nigro. This report, which was provided to selectmen, follows Nov. 19 minutes on the Symmes construction Web site.
Site / Project Progress Notes:
The following observations were noted during weekly walks of the site and formal meetings/conversations with JPI representatives.
General
• Project Information Boards have been updated routinely with two week schedule look-ahead’s. The list of homes to be surveyed is also posted.
• Site remains orderly with construction fencing intact.
• Hay bales and silt fence have been installed around the perimeter of the project in accordance with project documents and drawings for erosion and run-off control. Rodent control measures are inspected and remain in place. Records being maintained.
Complaints/Inquiries:
• Trim trees before installation of fencing. Completed / followed up by John Greeley.
New Work Progress
• Fencing: Temporary wood and chain link fence are complete.
• Asbestos Abatement: All abatement work of nonconcealed or accessible hazardous material is complete in both the hospital and nurses buildings. As discussed at previous SNAC meeting, DEP was contacted concerning asbestos concealed behind brick. A plan for removal during demolition has been approved by DEP. JPI send copy of DEP transmittal.
• Demolition: NASDI has been contracted to demolish buildings and site. JPI/NASDI are communicating with Police Department concerning the mobilization of oversized demolition equipment. A special over the road permit is required for transporting large loads such as the demo excavators and by law must be transported at off-peak commuting hours. (To be discussed at SNAC meeting).
JPI awaiting disconnection of power to property. Power disconnect conformation needed for demolition permit.
Notice of Demolition sent to abutting properties. (Copy Attached [nothing is attached to this report])

Attached, please find a copy of the communication log for the month of November and Dec (To date).
Items requiring follow-up:
Cell tower: has been installed and is wired.
Concerns over effects of blasting to cell tower: McPhail Associates to monitor. Discuss at SNAC meeting.
