Finance logoOn March 20, the state Senate approved House Bill 4595, a resolution previously approved by the House, concerning the three major local-aid accounts. This resolution represents a legislative agreement as to the amounts of Chapter 70, Additional Assistance and Lottery aid to be paid to municipalities and regional school districts in FY09. Amounts for Arlington and some of its neighbors are shown below.

March 13: Brownsberger reports local-aid numbers

These amounts are consistent with the aid shown in Section 3 of the Governor’s FY09 Budget Proposal (House 2). The Legislature approved this measure to provide reliable estimates for local governments to use in their budget planning process.

An Excel spreadsheet on the Municipal Databank Web site shows the amounts for each city, town and regional school district.  The spreadsheet is available for downloading.

All other Cherry Sheet programs will be subject to debate as the House and Senate prepare their budget proposals. The House Ways and Means Committee is scheduled to release its version of the budget in April and the Senate version will be available in May.

Updated preliminary Cherry Sheet estimates to reflect the amounts contained in the resolution is expected to be posted on the DLS Web the week of March 24.  However, all other program estimates will remain blank until the House and Senate budget proposals have been released.  For these accounts, the governor’s budget estimates represent the best available numbers for budget-planning purposes.  Be aware that these other estimates will likely change as the state budget process unfolds.

Barbara Goodman, the leader of Arlington's chapter of Stand for Children, a group that advoctaes for educational funding, asked March 22 about the difference between funding for Arlington and Belmont.

YourArlington asked Rep. Will Brownsberger about it. Here is his response:

"Here's what it is in a nutshell:

"Arlington's aid numbers -- per capita or per student -- are all considerably higher than Belmont's (this year, last year and, presumably in future years).

"However, Belmont's percentage increase in Chapter 70 this year is better than Arlington's because of enrollment numbers and because Belmont has much further to go than Arlington does to get to 17.5% of the foundation budget."
